The participants of the IV Russian Homoeopathic Conference, during the discussion of the reports and speeches of the representatives of medical science, of general practitioners, of health professionals, domestic and foreign producers of homoeopathic drug, note with pleasure, that homoeopathic method of treatment widely enters into medicine practice on the territory of the Russian Federation. The number of physicians, who use the homoeopathic preparation for prevention and treatment of deceases, is increased. The number of patients, who prefer to recover their health using available and effective homoeopathic preparation, is increased. The conducting scientific researches allow studying more deeply the mechanism of the effect of homoeopathic preparation, cooperating on integration of homoeopathy and allopathy as the components of the unified process of treatment the deceases. In spite of the world economic crisis homoeopathy holds its field on the pharmaceutical market thanks to available prices and popular demand among people.
At the same time the participants of the conference mentioned, that the possibilities of homoeopathy are used by the domestic public health service not to the full extent. The status of the homoeopathic physician is still not determined; this fact puts obstacles in the way of their work in state medical institutions. The work for creating regulatory system is dragging out, namely the system of registration, production, quality management and use of homoeopathic drug taking into consideration specific peculiarities of homoeopathy. At the same time the rich foreign experience is ignored. Unjustified administrative barriers keep back the development of the production and diversification of the domestic homoeopathic preparation, which create competitive advantages for the foreign producers.
Federal and regional executive power authorities accomplish the authorization of operating conference of Security Council insufficiently of 9.02.2008 "About the measures for supplying the population, institutions of the public health system and Military Establishment of the Russian Federation with drug of domestic production".
The resolutions of the government of the Russian Federation of the development of the domestic medical industry are realized nonsystemic and with low quality, which do not allow to precipitate the organization of the balanced competitive sphere on the pharmaceutical market and the equal competitive conditions for domestic and foreign producers.
IV Russian Homoeopathic Conference decides:
1. The organizational Committee have to summarize and introduce the suggestions to the State Duma of the Russian Federation about alteration and additions to the project of the Federal Law "About using drug" by 01.11.2009, taking into consideration the peculiarity of homoeopathy on basis of the domestic experience and appropriate documents of European Union.
2. To apply to the Ministry of Health and Social Development of the Russian Federation with the suggestion to initiate the elaboration of the Federal special-purpose programme of the development and widening of using homeopathy's method in the practicing public health service.
3. To offer to Federal Service for the Supervision of Public Health and Social Development to precipitate the organization and ratification of the regulatory system for registration, production, control and using the homoeopathic drug and to harmonize it with the appropriate regulatory system of the European Union.
4. To offer to the Federal Scientific clinical-experimental Centre of Traditional Methods of Diagnostics and Treatment to supply systematization of interaction with federal and regional executive power authorities with the purpose of widening of using the homeopathy's method in the practical public health service.
5. To offer to the professional public organizations, which work in the field of homoeopathy, to increase the level of coordination and integration for widening of using the homeopathy's method in the practical public health service by the way of organization the working team to solve practical problems.
6. To bring the members of the Congress committee in the standing Presidium of the Russian homoeopathic conference for the every kind ensuring of:
organization and control of realization of congress' decisions;
interaction with the executive power authorities and with the professional public organizations for realization of congress' decisions;
preparation, organization and realization of the concrete arrangements of the execution of congress' decisions;
establishment of the date of realization, preparation of the summary report and the project of the decision of the V Russian homoeopathic conference in 2011.
7. To oblige the standing Presidium of the Russian homoeopathic conference to implement essential arrangements for creation the National Council of homoeopathy and to provide the realization of the measures for consolidation the actions of the professional public organizations and the executive power authorities with a view to the further development of the homoeopathy in the Russian Federation.
