of the VII International Congress "Traditional Medicine"
Moscow, October 23-25, 2009
The participants of the VII International Congress "Traditional Medicine", held in Moscow on the 23-25 of October, 2009, mentioned that the success is achieved in the development of the traditional methods of prevention, diagnostics, treatment and medical vindication. Especially it refers to the recommended integration of the traditional medicine into the system of the country health protection, the high degree of which put forward Russia to the leader positions among European countries and the USA in this figure. The distinguishing feature of the domestic traditional medicine is its volumetric scientific component, which confirms that more than 200 reports be heard in the Congress are the reports about the results of the scientific investigation. Every year the number of doctors, who have chosen the methods of traditional medicine as a basic kind of their work, is on the increase.
At the same time, as it was mentioned during the Congress, last years the development of the traditional medicine is rather an obstacle in the country. The status of the great amount of doctors, who use traditional methods of treatment, is still not determined in the state system of health protection. The system of professional after diploma education in the area of traditional medicine requires perfection. The imperfect system of natural drug and homoeopathic preparation registration keeps back the development of naturotherapy and homoeopathy. During many years the real methods are not undertaken, using for civilized development of the world traditional medicine systems in the country.
One of the main reasons of stagnation in the domain traditional medicine is sudden weakening of attention to its problems from the federal authorities of health control. Ministry of Health and Social Development of the Russian Federation almost removes from the supervision of traditional medicine, revealing evident underestimation of available effective traditional alternative technology of prevention and treatment for people, which develops rapidly all round the world. Moreover Ministry makes an attempt for dissolution of the Federal Scientific clinical-experimental Centre of Traditional Methods of Diagnostics and Treatment - unique research institution in his own way, which accomplishes conducting and coordination of the scientific work in the field of traditional medicine more than 30 years. The leading medicine and scientific specialty "traditional medicine" can be conductive to the solution of many problems of this long-rage medical science and practice course. However this offer is ignored by Ministry.
VII International Congress "Traditional Medicine" decides:
1. To approve the work of Federal Scientific clinical-experimental Centre of Traditional Methods of Diagnostics and Treatment under Ministry of Health and Social Development of the Russian Federation and scientific management "Professional Association of Naturotherapeutists" of the Congress organization, including VI Russian Homoeopathic Conference and the first conference of the Russian naturotherapeutists, two satellite symposiums and five sections of separate courses of traditional medicine.
2. To entrust the Organizational Committee and the Congress Presidium with the appeal to Ministry of Health and Social Development of the Russian Federation, which provide an explanation for essence and significance of traditional methods and tools in medical-diagnostic organization, for widening the doctor's possibilities especially in the strife with chronic deceases. To recommend Ministry to create a programme on the development of the traditional medicine in the country.
3. To apply to Ministry of Health and Social Development of the Russian Federation with request to examine attentively the specialists' proposals about bringing in a medical specialty "traditional medicine", this would allow overcoming quite a number of problems being an obstacle in the way of its development.
4. To apply to Ministry of Health and Social Development of the Russian Federation with request to examine a question about inclusion in the course programmes of medical and pharmaceutical Universities, which introduce the basics of traditional medicine to students, in particular homoeopathy, phytotherapy, the world traditional medical systems.
5. To support the members appeals of the IV Russian Homoeopathic Conference and the first Conference of Russian Naturotherapeutists concerning higher echelons with assistance in solving vital problems of homoeopathy and naturotherapy.
6. To address a telegram on behalf of all Congress members to the Chairman of the Government Pytin V.V. with categorical remonstrance against planning dissolution of Federal Scientific clinical-experimental Centre of Traditional Methods of Diagnostics and Treatment. Give unanimous view on the fact that, dissolution of this unique institution will cause damage to the Russian traditional medicine.
