From the 14th of December till the 21st of December, 2009, there took place the delegation visit of NO "PAN" to the Academy of Traditional Chinese Medicine (Beijing, the Peoples Republic of China) in the course of which the bilateral negotiations were taken place, and the Memorandum of mutual understanding and cooperation was signed. In the Memorandum of mutual understanding and cooperation between the Chinese Academy of Traditional Chinese Medicine (Peoples Republic of China) (later - Academy) and Professional Association of Naturotherapists (Russia) (later - the Association), in particular, is underlined that "The Academy is a wide-profile research institution of the state class on scientific researches, treatment, and education in the field of traditional Chinese medicine. Its structure includes 13 scientific research institutes, 6 polyclinics and clinical institutions, a magistracy, publishing house including publishing house of 17 magazines, 2 manufactures of medicinal products, and other subsidiary organizations". The signing of the Memorandum took place on the 17th of December, 2009.

In the Russian-Chinese negotiations of the 15-16th of December, 2009, took part:
- on the Russian side: the president the NO "PAN" - Kiseleva T.L., the chairman of General meeting the NO "PAN" - A.A.Karpeev, the general director of the Limited Company "Sinopharm" (Moscow) - M.M.Eshnijazov, the director of the Limited Company "Five elements" (Moscow Region) - A.A.Kozko,
- on the Chinese side: the president of the Academy of Traditional Chinese Medicine of the Public Administration of the Traditional Chinese Medicine and Pharmacology of the Peoples Republic of China - professor Tsao, vice-presidents of the Academy of professor Van (director of the Materia Medica Istitute) and Juan; the head of the international Academy department of professor Zou, and others.

During the negotiations and the bilateral opinion exchange from the Chinese side, there have been organized:
- the solemn ceremony of awarding the Galen Medal to the president of the Academy - professor Tsao Hunsin, founded by NO "PAN", 2009, for the outstanding contribution to the naturotherapy development;
- ceremony of awarding the official Certificate on inclusion the Materia Medica Magazine into the structure of Editorial council to T.L.Kiseleva.

During the visit the NO "PAN" delegation (with the concurrence of the Ministry of Foreign Affairs of the Russian Federation) has visited the Embassy of the Russian Federation in the Peoples Republic of China (Beijing) where took place the exchange of opinions on the prospects of development of traditional Chinese medicine in Russia and China. The adviser of the Embassy S.V. Zinoviev and the head of delegation of the NO "PAN" A.A. Karpeev have noted the increase of a role of the private organizations in the basic economic-political processes practically all over the world. It gives a special importance to the signed Memorandum and allows to hope for the good prospects concerning the civilized development of traditional Chinese medicine in all territory of the Russian Federation.
