Participants of the IV-th Russian homeopathic congress, having discussed reports and performances of representatives of medical science, general practitioners, organizers of public health services, domestic and foreign manufacturers of homeopathic medical products, with satisfaction notice that the homeopathic method of treatment enters into the medical practice on the territory of the Russian Federation more widely.

The quantity of doctors uses homeopathic preparations for preventive measures and diseases treatment has been increasing. The quantity of the patients prefers restoring their health with a help of accessible and effective homeopathic preparations has been also increasing.

Carried out scientific researches allow to study the action mechanism of homeopathic preparations more deeply, promote integration of homeopathy and allopathy as the components of the overall process of disease treatment.

Despite global financial and economic crisis, the homeopathy holds its positions in the pharmaceutical market thanks to reasonable prices and a great population demand.

At the same time participants of Congress notice that homeopathy possibilities are used by domestic public health services not in full.

Till now the status of the doctor-homeopathist hasn't been defined that brings obstacles to their work at the state medical institutions. The work on creation the normative base on registration, manufacture, quality assurance, and the circulation of homeopathic medical products in the country was procrastinated, and in addition to that, the specific features of homeopathy, rich foreign experience are ignored. Unreasonable administrative barriers constrain the manufacturing development and assortment expansion of domestic homeopathic preparations that creates competitive advantages to foreign manufacturers.

The federal and regional members of executive authorities do not execute the Decision of operative meeting of Security Council from 9.02.2008 "On the maintenance measures for population, institutions of the system of public health services and Armed forces of the Russian Federation domestic production medical products" in full.

The governmental orders of the Russian Federation on development of the domestic medical industry are carried out unsystematically and with a poor quality that does not allow to accelerate the formation of the balanced competitive environment in the pharmaceutical market and equal competitive conditions for domestic and foreign manufacturers.

The IV-th Russian homeopathic congress decrees:

1. To the organizing committee of congress to generalize and present the proposals, within the time limit till 01.11.2009 (to the State Duma of the Russian Federation and the Ministry of Health and Social Development of Russia), on modification and additions to the project of the Federal law "On the circulation of medical products" with regard to specifics of homeopathy on the basis of domestic experience and corresponding documents of the European Union.
2. To address the Ministry of health and social development of the Russian Federation with a proposal to initiate a working out of the Federal target program on development and expansion of use the homeopathic method in practical public health services.
3. To propose to the Federal Supervision Agency in the field of public health services and social development to accelerate the formation and confirmation of the normative base for registration, manufacture, control and circulation of the homeopathic medical products, having harmonized it with the corresponding normative base of the European Union.
4. To propose to the Federal scientific clinico-experimental centre of traditional methods of diagnostics and treatment to provide the systematization of interaction with federal and regional members of executive authorities for the purpose of expansion the use of the homoeopathic method in practical public health services.
5. To propose to the professional public organizations (who work in the field of the homeopathy) to raise level of coordination and integration for expansion the use of homeopathic method in practical public health services by formation the target working groups on the practical problems' decision.
6. To enter members of organizing committee of Congress into the standing Presidium of the Russian homeopathic congress for the maintenance of every kind:

· the organization and control of implementing the congress' decisions;

· the interaction with the members of executive authorities and professional public organizations on realization the congress' decisions;

· the preparation, organization, and carrying out the concrete actions on the implement the congress' decisions;

· ascertainment the date of the conduct, preparation of the summary report, and the decision project of the Fifth Russian homeopathic congress in 2011.

7. To oblige the standing Presidium of the Russian homeopathic congress to carry out the necessary actions on creation the National board on homeopathy and to provide the measures realization on consolidation of actions of professional public organizations and the members of executive authorities with a view to the further development of homeopathy in the Russian Federation.
